Open Space Advisory Committee 2014 Reorganization

The 2014 reorganization meeting of Hillsborough’s Open Space Advisory Committee (OSAC) introduced changes in the membership that could affect the committee’s future approach to land preservation. 

Unfortunately Lisa MacCollum, a highly respected open space advocate, and Shane Doyle, a member of Hillsborough’s agricultural community were not reappointed.

Ms. MacCollum, who has a B.S. in Natural Resource Management, served many years on the committee and is the Assistant Director of Land Acquisition at the New Jersey Conservation Foundation which played a major role in the recently announced preservation of 295 acres in the Sourlands.  Additionally, with farmland preservation a valuable part of sound open space practice, it is unfortunate that OSAC no longer has Mr. Doyle representing the farming community.

 OSAC’s new members are Greg Hawzen and Pam Cipparulo.  At this time, it is unknown what their professional, personal, or educational qualifications are regarding open space, but they certainly have some big shoes to fill.   The Hillsborough Beacon reported, “Mayor Douglas Tomson said… that Mr. Hawsen [sic] and Ms. Cipparulo were friends who expressed interest in serving on the committee.”

Mr. Bob Wagner was elected 2014 Chair by the OSAC members. Mr. Wagner, a former township committee member, strongly supported November’s Open Space Ballot Question which, if it had passed, would have allowed the Township Committee to divert up to 20% of open space taxes away from the purchase or preservation of land.  His support included letters to the editor and financing hundreds of Vote Yes signs.

The work of the OSAC has been more closely followed by members of the public since last year’s Open Space Ballot Question which voters defeated with a 59% no vote. 

It appears that Seat 9 is vacant.  Any Hillsborough residents with a background and interest in Open Space should contact the township regarding an appointment to the committee.
