As the smallest town in Somerset County, Millstone Borough has many of its services—including schools, police and emergency services—with neighboring Hillsborough Township and Franklin Township. Children living in Millstone attend Hillsborough Township schools, while the Franklin Township Police or the New Jersey State Police handle incidents and emergencies in town. Still, Millstone Borough has its own six-member Borough Council, a Board of Health, a Planning Board, a Recreation Commission, a Senior Citizen's Advisory Board, and other offices.
