An angel statue sits outside a Capricorn Drive apartment building where residents say a 16-year-old was found dead Thursday morning.

A morning on Capricorn Drive is usually quiet, peaceful, devoid of people, according to Caryn Webb, who lives nearby and normally walks her dog there each morning.

According to Webb, the investigation continued through her dog's regular walk at 11:30 a.m., when she saw police vehicles at the scene. She believes the investigation ended around 1 p.m., since she did not observe vehicles when she stepped out for lunch.

The Somerset County Prosecutor's Office did not respond to a call for comment about whether foul play is suspected. The normally active community is still a place she feels safe and comfortable walking her dog, Webb said.

"It's fairly active out here," she said. "There are a lot of people here. It's a very safe neighborhood. I feel very safe here. There's a lot of people in the neighborhood, walking, all the time."

A statue of a praying angel, roses in hand, was placed on Thursday in front of one of the Capricorn Drive units. Two candles complete the mini memorial to the unidentified teen.

"I see a lot of people slowly driving down to look at the statue," Webb said. "A lot of people seem to be coming by and taking a look. It's just very sad."
