'Financial Watchdog' DelCore Notes Township Spending Less

One of the key expectations from taxpayers of any municipal government in today’s economic environment is that the governing body acts in a fiscally responsible manner.  Since joining the Township Committee in 2008, I have striven to be a “financial watchdog," and during my 6 years in office, I strongly believe that I and my Republican colleagues have delivered on our pledge to be effective stewards of taxpayer funds. 

As a Township Committee member, I have always taken a business-like approach to local government.  This begins by treating every tax dollar as if it were my own.  Such a philosophy requires that all expenditures undergo a rigorous review process to determine their necessity.  This scrutiny has resulted in budgets that hold down the municipal government portion of your property taxes, keeping it to only 14 percent of your total property tax bill.

This fiscally responsible policy has been manifested in other ways.  Hillsborough remains one of the most efficient municipal governments in our region.  We have made a concerted effort to limit the number of full time employees and, as a result, we currently have 10 percent fewer full time employees than we did more than 10 years ago.  We have done this by consolidating departments, using part time workers where appropriate, and leveraging shared services such as the municipal court we now share with Montgomery.

During my terms as mayor and committeeman, we have also continued to hold down taxes by refusing to borrow for routine capital improvements and operating expenses, ensuring that we follow a “pay-as-you-go” approach to capital spending.  Furthermore, during my tenure, we have continued on an aggressive debt reduction plan, which has led to significant interest payment savings for our taxpayers.  

In addition, we have remained steadfast in our practice of not utilizing allowable exceptions to go above the 2 percent levy cap.

I am very proud of what we have accomplished with these financially prudent policies—a Hillsborough municipal budget that spends less this year than it did when I took office in 2008.  Not many NJ municipalities can claim such a fiscal achievement.  It is a testament to our diligence toward fiscal discipline. 

If re-elected, you have my commitment that I and my colleagues will continue to provide that level of financial stewardship for our township.
