'Fiscal Prudence,' Park Development Township's Top Goals for 2013

Continued “fiscal prudence” and the development of the GSA Park into a “first-class recreational facility” will be 2013’s top priorities for Hillsborough, Mayor Frank DelCore said at Thursday’s annual Township Committee reorganization meeting.

DelCore, now serving his sixth year on the committee, was unanimously selected by his colleagues on the all-Republican governing body to serve as mayor for the year. DelCore served as mayor in 2009 and 2010.

Committeeman Doug Tomson, in his first term on the committee, was selected as deputy mayor.

DelCore, referring to the federal fiscal cliff negotiations, said “maybe Washington should take a page from Hillsborough” to restrain its spending—adding township spending dropped by $1.5 million in 2012 and is now at pre-2007 levels.

“I’m very proud of what this group of people have done,” he said. “But we can not rest.”

But DelCore said the township will continue looking for new ways to save money, including exploring the possibility of more shared services. He also said the township will still take a “business-like approach” and will manage every line of the budget.

The mayor said that the township is near to finalizing an agreement with Somerset County on the first redevelopment phase of the former GSA Depot in the Belle Mead section. That first phase calls for the construction of baseball and softball fields.

“That vision is now within reach,” he said.

DelCore said township officials will meet soon with state Department of Transportation representatives to review the schedule for the completion of the Route 206 by-pass and to see if the long-awaited project can be “expedited where possible.”

Another goal for 2013, DelCore said, is to “open more channels of communication” between the business community and township government to enhance the perception that Hillsborough is “business-friendly.” While the township adopted steps in 2012 to improve the permit process for businesses, more changes may be coming in the new year, the mayor said.

Among the township’s accomplishments in 2012, the mayor said, were the completion of the Claremont sewer project, dedication of the solar project at the municipal building which is projected to save $1.2 million over 10 years and the dedication of the municipal building in the memory of former mayor and assemblyman, Pete Biondi.

“Having previously served two prior terms as mayor, I certainly understand the responsibility and privilege that comes with the title of ‘mayor’ and it is an honor and a duty that I accept with pride,” DelCore said.

“You’re going to do fine,” Committeeman Carl Suraci, who served as mayor in 2012, told DelCore.

Budget spending down to 2007 levels? Big deal. Montgomery is at pre-2004 levels. Add in more open space and avoiding the 206 by-pass mess, everyone should envy our neighbors to the south.

But Montgomery's municipal tax rate is almost a third higher with less services. Plus they just got a sweet heat deal to sell the old development center. But hillsborough has way lore open space.

Can't argue the bypass. That's your accurate statement.

Based on % of township land, Montgomery is higher, not by much, but 35% vs. 32% or so. And yes, that deal to convert the old development center into a county park was unbelievable. I have no idea how they pulled that off!

Glad to see the redevelopment of the GSA Depot is back on the radar looking forward to seeing that become a jewel of a park in Hillsborough

Thats true.
Most of the money for redevelopment of the GSA is not funded by the Town.

Here's how you know who's turn it is to be mayor. Ask yourself who is up for re-election and will benefit by yard signs that read, "Re-elect MAYOR _______." So in 2014, our Mayor will be either Doug or Gloria. They can do what they want, but it's just so predictable.

LisaD. Yes you are correct percentage wise. I was talking total land. We both can be correct.

Dubious: Lately, you are correct, that's how it has been recently, But Delcore was Mayor Twice and Ferrera was Mayor twice in a row, so that theory has not always worked out.

Very true. No need to rotate the leadership positions like that. I guess Gloria will be mayor next year. I assume D Tomson is a good guy, but since he looks 16, it's a bit difficult to take him seriously.

Wow LisaD prejudice much. He looks young because he is young. He's also more accomplished then most for his age or in general. As someone who has met him before, hillsborough would be lucky to have him as Mayor.

Dispatch - with all due respect, that last Hillsborough pol I was proud of was Pete Biondi. None of our current group of local officials have what it takes. We already talked about how we were screwed on the bypass, but our team also dropped the ball and lost Jack C's Freeholder seat when he moved up. And once again, it was to Montgomery. See a trend here?

I am sure you are right. I would be happy to hear some additional details if you have any. One thing I am concerned about is all of this consolidation talk, which I assume means partnerships with Montgomery. If that's true, I bet they get the better of any deals, especially if the county gets involved.
